Ikhtiar untuk membantu siswa menjadi warga negara yang melek sains dan teknologi dan meningkatkan hasil belajar di sekolah dapat dilakukan melalui pelatihan proses membaca, menulis, dan membuat catatan (yang bermakna) secara terintegrasi dalam proses pembelajaran. Ketiga kemampuan ini perlu dilakukan sejak jenjang pendidikan dasar.
