AbstractThe background of this research is the 2013 curriculum implemented in Indonesia requires students to have higher-order thinking skills. High-level thinking can be developed through the development of formative tests. This type of research is research and development. Development of instruments by Martin Tessmer (1998), namely Self Evaluation (analysis and design), Prototype (Expert Review, One to One, and Small Groups), and the last stage is Field Test. Data collection techniques using tests and data collection tools using written tests. Based on the results of the field tests of the eight questions developed, Validity by the panelists was declared valid with a VR value of 3.65. While the validity of items from 8 items obtained 2 items "quite valid", 3 items "valid", 3 items "very valid". Reliability of panelists' suitability in the "sufficient" category with a reliability coefficient of 0.56. While the reliability of the items stated reliable in the very high category with the reliability coefficient obtained was 0.86. Distinguishing power in both categories with a differentiation index of 0.48. Level of difficulty items in the medium category with difficulty index of 0.36. The product results in this study were eight formative test items based on higher order thinking.
