ASPEK HUKUM TERKAIT PELUNCURAN KEGIATAN WISATA LUAR ANGKASA (SPACE TOURISM) MENURUT HUKUM INTERNASIONAL
Abstract
Kemajuan dan perkembangan teknologi yang terus berkembang secara pesat memberi pengaruh yang sangat besar pada kegiatan manusia di ruang angkasa. Pada mulanya kegiatan di ruang angkasa merupakan suatu kegiatan politik selama perang dingin terjadi yang mana pelaku dari kegiatan tersebut hanya dilakukan oleh dua negara adidaya, Amerika Serikat dan Uni Soviet dan hanya dikembangkan untuk memenuhi tujuan militer dan keamanan. Namun tidak hanya sampai disitu kegiatan di ruang angkasa terus berkembang sampai dengan saat ini, yang mana pada awal abad ke-21 peluncuran wisata luar angkasa pertama, Dennis Tito, berhasil membuat penerbangan dengan nilai 20 juta dolar yang ditujukan ke ISS. Berkat perkembangan yang terjadi di bidang teknologi terutama teknologi pesawat ruang angkasa yang terus berkembang hingga saat ini terus mendorong perkembangan kegiatan di ruang angkasa. Adapun pada 2023 mendatang SpaceX selaku perusahaan dirgantara swasta akan melakukan peluncuran yang diberi nama dearMoon yang mana misi tersebut bertujuan untuk kegiatan wisata pada ruang angkasa yang dibiayai langsung oleh miliader asal Jepang yaitu Yusaku Maezawa, tidak hanya itu Maezawa juga menginginkan delapan orang dari berbagai kalangan untuk ikut berpartisipasi dalam penerbangan nya untuk mengelilingi Orbit Bulan. Untuk itu penelitian ini bertujuan untuk menjelaskan bagaimana pengaturan hukum internasional itu sendiri terkait dengan prosedur pelaksanaan dan pertanggung jawaban pada kegiatan wisata di ruang angkasa yang jelas merupakan kegiatan dengan resiko tinggi.
